Is there a program like Pokepic for Pokemon Red, Blue, Silver, or Gold?

Pokepic is a program used to edit the in battle pictures of pokemon for Sapphire and Ruby version. Ive searched somewhat for a program like it for red, blue, silver or gold to no avail. Any help would be much appreciated.

All I remember was that if you had a N64 and a gameboy adpater you could changed the color of your pokemon, name etc. Like having a Blue voltob xD

but I haven’t heard anythig application for PC, you could always torrent it.
If your asking if its possible to play pokemon red,blue, silver and gold then theres plenty of gameboy emulators for pc, I recommend GBA as it has better graphics on the red.
