Launch Complete

How can I get the “All Programs” menu under the Windows Vista start menu to always display first.?

I am tired of always having to click on the all programs list, i wish it would just come up first, and I have no use for the silly recently used programs list because I have Quick Launch and Launchy for that. I would like quicker access to my complete listing of programs I have.

i click start, and put my mouse over the all programs and it opens up. takes a second. what is the problem.
